RECOMMENDATION(S):

ADOPT the Joint Resolution written and endorsed by the Delta Counties Coalition and the California Partnership for the San Joaquin Valley, as requested by the Delta Counties Coalition and recommended by Supervisor Piepho.

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

The Delta Counties Coalition is a five-county voluntary partnership including Contra Costa, San Joaquin, Solano, Sacramento and Yolo Counties. The California Partnership for the San Joaquin Valley is an eight-county voluntary partnership in the Central Valley, including Fresno, Kern, Kings, Madera, Merced, San Joaquin, Stanislaus and Tulare Counties and their 62 cities.  
  




BACKGROUND: (CONT'D)
The two groups have spent the past two years developing a joint resolution that serves as a policy statement on needs and interests in the Sacramento-San Joaquin River Delta. Final agreement was reached on the joint resolution in the fall of 2011. Both the Delta Counties Coalition and the California Partnership for the San Joaquin Valley have endorsed the joint resolution and have asked their member counties' Boards of Supervisors to adopt it as well.  
  
The joint resolution is consistent with Contra Costa County's adopted Delta Water Platform. County staff and Supervisor Piepho participated directly in crafting the resolution.

CONSEQUENCE OF NEGATIVE ACTION:

The joint resolution will not have full support of all five Delta Counties Coalition member counties.
