RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Amendment Agreement #28-815-2 with Public Health Foundation Enterprises, Inc., effective November 18, 2011, to increase payment to County by $18,854, from $62,646, to a new total payment amount not to exceed $81,500, with no change in the original term of December 30, 2010 through December 29, 2011.

FISCAL IMPACT:

This Amendment will result in an increase of $18,854 payable to County and is funded 100% by a Public Health Foundation Enterprises, Inc. for the Influenza Surveillance Project through the Public Health Laboratory. No County match required.

BACKGROUND:

During a pandemic alert, the most important role of surveillance is to identify the timing, location, and the extent of the novel influenza strain infection in order to guide implementation of outbreak control and other response activities. Influenza is not currently a reportable disease in California because of the large number of cases that occur each year with a non-specific clinical presentation and no routine laboratory confirmation.

Accurate and timely surveillance is critical for early detection, identification and monitoring of disease progression in a community. The data supplied by Public Health Laboratory surveillance systems supports implementation of control measures such as restricting travel, closing schools and canceling public gatherings, initiating antiviral and vaccine usage in defined target groups, activating surge plans, assessing the impact of a pandemic on the healthcare system, and assessing the social and economic impact on society. The goals of influenza disease surveillance in Contra Costa County are to: (1) serve as an early warning system to detect increases in influenza-like illnesses (ILI) (2) to track trends in influenza disease activity by monitoring the impact of the pandemic on health (e.g., by tracking hospitalizations and deaths), and (3) to identify populations that are severely affected. The Public Health Laboratory has the capacity to conduct requested testing. On March 15, 2011, the Board of Supervisors approved Agreement #28-815-1 with Public Health Foundation Enterprises, Inc. for the period from December 30, 2010 through December 29, 2011.

Approval of this Amendment Agreement #28-815-2 will increase funding, allowing the County continuous laboratory microbiological testing services, including, but not limited to, employee cost, courier services, office supplies, and material cost utilized in the testing, through December 29, 2011.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, the County will not receive additional funding to continue laboratory microbiological testing services, including, but not limited to, employee cost, courier services, office supplies, and material cost utilized for the testing.
