RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #24–385–36 with Anka Behavioral Health, Incorporated, a non-profit corporation, in an amount not to exceed $801,802, to provide mental health outreach services for the homeless mentally ill for the period from July 1, 2011 through June 30, 2012. This Contract includes a six-month automatic extension through December 31, 2012, in an amount not to exceed $400,901.

FISCAL IMPACT:

This Contract is funded 51% by Federal FFP Medi-Cal, 34% by Substance Abuse/Mental Health Services Act (SAMHSA), and 15% by a Project for Assistance in Transition from Homelessness (PATH) Grant. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing ongoing operational funding for mental health homeless outreach facilities in West, Central, and East County.

BACKGROUND: (CONT'D)

On December 14, 2010, the Board of Supervisors approved Novation Contract #24–385–35 with Anka Behavioral Health, Incorporated, for the period from July 1, 2010 through June 30, 2011, which included a six-month automatic extension through December 31, 2011, for the provision of mental health outreach services for the homeless mentally ill.

Approval of Novation Contract #24–385–36 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2012.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s homeless mentally-ill adults will have reduced access to core survival and support services at multi-service centers throughout Contra Costa County, or at the 20-bed homeless shelter for the mentally ill in Central County.
