RECOMMENDATION(S):

Approve and authorize the Health Services Director, or designee, to execute, on behalf of the County, Standard Agreement (Amendment) #29-784-4 (State #03-75796, A07) with the State of California Department of Health Care Services (DHCS), effective December 30, 2011, to amend Standard Agreement #29-784 (as amended by Amendment Agreements #29-784-1 and #29-784-3), to make technical adjustments to the Agreement with no change in the original payment limit, payable to the County in an amount not to exceed $1,594,000 and to extend the term from December 31, 2011 through December 31, 2012.

FISCAL IMPACT:

No change in the original amount of $1,594,000. This amendment will extend the term of the Agreement for the Local Initiative Program services that are not approved for Federal funding. No County funds are required.








BACKGROUND:

Since 2003, through the Local Initiative Program, the State of California has given the Health Plan funds necessary to provide health care service to its eligible Medi-Cal recipients within the scope of Medi-Cal benefits. These services were formerly provided under Standard Agreement #29-772 and are now being broken out under this new Agreement Amendment #29-784. On August 15, 2006, the Board of Supervisors approved Standard Agreement Amendment #29-784 (as amended by Amendment Agreements #29-784-1 and #29-784-3) with the California Department of Health Care Services for the period from August 1, 2003 through December 31, 2011.   
  
Approval of Standard Amendment (Agreement) #29-784-4 will make technical adjustments to the Agreement and extend the related services to Contra Costa Health Plan members and County recipients through December 31, 2012.   

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, funding for continuous services to County Medi-Cal recipients will not be provided.
