RECOMMENDATION(S):

AUTHORIZE the Auditor-Controller to pay Kinship Center AFTER, a non-profit corporation, on behalf of Employment and Human Services, the amount of $27,000 for Adoption Assistance Program, Wrap Around services for the period June 1 through September 30, 2011.

BACKGROUND:

Contra Costa County Employment and Human Services (EHSD) Children and Family Services (CFS) provided post adoption supportive services to an adoptive family in Shasta County over the course of two years.

In April 2011, the family did not feel they could continue to meet the needs and insure the safety of the child.   
  
Following review of the All County Information Notice 1-91-08 by EHSD CFS, it was determined that the criteria were met for Wrap Around services with the intent to maintain the child in the home verses out-of-home placement. Shasta County advised Contra Costa County EHSD CFS that they did not have the service capacity, at that time, to provide Wrap Around services. Subsequently Kinship Center, having been a provider of Wrap Around services in multiple, small counties, was contacted to provide the necessary Wrap Around services to the family.  
  
The speed of service delivery was critical and a written agreement, not a contract, was initiated with Kinship Center beginning services in June 2011. This board order is to allow for the payment of those services provided by the provider.  
  
In September 20111, Contra Costa County EHSD CFS, following multiple contacts with Shasta County Mental Health, arranged to have mental health and supportive services provided. The services provided by Kinship Center were terminated and supportive services transitioned to Shasta County and currently remain in effect.  

CONSEQUENCE OF NEGATIVE ACTION:

Payment would not be made for delivered services.
