RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to accept First Five of Contra Costa grant funding for a total of $7,800 ($1,300 x 6 grants for 6 separate Head Start sites) for professional development using the Classroom Assessment Scoring System (CLASS) for the period December 1, 2011 through June 30, 2012.

County to receive up to $7,800 (6 grants x $1300 each), First Five of Contra Costa grant(s). (No County match)

BACKGROUND:

The six Head Start sites receiving grants specific to each site in the amount of $1,300 each for professional development will use the Classroom Assessment Scoring System (CLASS), a standardized observational tool developed by Head Start to collect information on quality classroom environments in all learning domains and provide teachers with feedback, support, and development in the classroom.

BACKGROUND: (CONT'D)

The Head Start sites receiving grants are:

George Miller, Concord site, for the professional development goal to improve effectiveness of teacher/teacher & teacher/child interactions to support children in learning domains.
Bella Monte site, for the professional development goal to improve teachers' effectiveness in quality feedback and concept development dimensions to enhance children's learning in all educational domains and teacher/teacher & teacher/child interactions.
Lake Center site, for the professional development goal to improve teaching practices in the domains of instructional support, concept development and teacher/teacher & teacher/child interactions.
Lavonia Allen site, for the professional development goal to improve teacher practices in the domains of instructional support, targeting concept development and quality of feedback.
Los Nogales site, for the professional development goal to improve effectiveness in promoting children's emergent writing.
Home Base program site, for the professional development goal to improve adult/child interactions during group socialization activities, and to support instructional support during group socialization and home educator home visits.

CONSEQUENCE OF NEGATIVE ACTION:

Without funding, Employment and Human Services, Community Services Bureau could not meet the specific professional development goals as scheduled at each of six Head Start sites.

CHILDREN'S IMPACT STATEMENT:

The grant(s) will support three of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; and, 4) "Families that are Safe, Stable and Nurturing" by providing professional development, enhancing children's learning, and encouraging teacher/teacher interactions, teacher/parent interaction and teacher/child interaction.
