REAPPOINT the following individual to the District 1 Public Sector seat of the Economic Opportunity Council for a two year term starting on 7/01/10 and ending on 6/30/12, as recommended by Supervisor Gioia:

BACKGROUND:

The Economic Opportunity Council is the federally designated Community Action Program tri-partite oversight council in Contra Costa County. It is charged with the mission of working jointly with the Community Services Bureau in developing a Community Action Plan that guides the use of Community Services Block Grant Funds.  
  
It is made up of 15 members - five from the low-income community, five from private sector community organizations and business people, and the five members of the Board of Supervisors who can either serve on the Council or choose to appoint designees on their behalf.  
  
The members of the EOC review, study and hear presentations from members of the community to assist them in studying the root causes of poverty in the county. They use this information to develop funding strategies to address these root causes. One of their primary strategies is to seek out partnerships with other community organizations that are also pursuing long-range strategies for low-income people.  
  
On October 16, 2007 Delphine Smith was appointed to the Low-Income 4 seat (item C.36) on the recommendation of the Employment and Human Services Director. Her term was from 7/1/07 to 6/30/09.  
  
On June 24, 2008, Ms. Smith resigned from the Low-Income 4 seat (item C.34) and Supervisor Gioia subsequently appointed her to the Public Sector 1 seat. Her term was from 7/1/08 to 6/30/10.  
  
Due to an oversight, Ms. Smith was not reappointed to the Public Sector 1 seat when the term expired on 6/30/10. However, Supervisor Gioia wants her to continue as his representative on the Economic Opportunity Council.  

CONSEQUENCE OF NEGATIVE ACTION:

The seat would be vacant and it would be difficult for the Economic Opportunity Council to conduct business.
