RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with URS Corporation, effective December 15, 2011 through November 30, 2014 in an amount not to exceed $135,659 to provide environmental assessment services and prepare technical reports for the San Pablo Avenue Bridge over Rodeo Creek Project, Rodeo area, (District I), County Project No.: 0662-6R4005 / Federal Project No.: BRLS-5928 (067).

FISCAL IMPACT:

This project is funded by 88.53% Highway Bridge Program Funds and 11.47% Local Road Funds.

BACKGROUND:

The San Pablo Avenue Bridge is located in Rodeo in west Contra Costa County. The existing San Pablo Avenue Bridge (Bridge) was originally constructed in 1948 and is a reinforced concrete two-span bridge that spans the Rodeo Creek Channel near its outlet into San Pablo Bay.

The San Pablo Avenue Bridge Replacement over Rodeo Creek project (Project) consists of replacing the existing obsolete concrete Bridge over Rodeo Creek.   
  
The proposed Bridge will include two 13-foot wide traffic lanes, two 5-foot wide bicycle lanes, two 5-foot wide sidewalks and a 14-foot wide median. The proposed Bridge will span up to approximately 70 feet with the preferred configuration of one span.   
  
The Project is federally funded, which requires special environmental assessments and studies pursuant to the following environmental laws and regulations: National Environmental Policy Act (NEPA), the California Environmental Quality Act (CEQA), the Clean Water Act, the Porter-Cologne Water Quality Act, and the State and Federal Endangered Species Acts, the U.S. Army Corps of Engineers manual for determining the hydraulic, soils and vegetation parameters for wetlands, and with the standards and protocols as set forth in California Department of Transportation (Caltrans) Requirements.  
  
URS Corporation (Contractor) will assess the biological and cultural resources and potential noise, traffic, and hazardous waste impacts to ensure environmental compliance services for the Project, in accordance with the latest Caltrans requirements and all applicable local, state, and federal requirements.   
  
Contractor will prepare necessary technical reports in accordance with the latest Caltrans requirements and all applicable local, state, and federal requirements.   

CONSEQUENCE OF NEGATIVE ACTION:

If the contract is not approved, necessary environmental clearances will not be obtained, which may jeopardize funding and delay the construction of the Project.
