RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 1 to an existing On-Call Geotechnical Engineering Consulting Services Agreement with Hultgren-Tillis Engineers, effective December 13, 2011, to extend the completion date of the agreement through December 31, 2012, with a $50,000 increase to a new total payment limit of $200,000, in order to complete on-call geotechnical engineering services on current or future projects, Countywide. FISCAL IMPACT:

The work performed under this on-call agreement is funded by developer fees.











BACKGROUND:

The Public Works Department is involved in various projects in the County which require geotechnical engineering consulting services for road, flood control, and airport projects. After a solicitation process in 2009, this firm and two other firms were selected to provide geotechnical engineering services on an “on-call” basis. During the past two years, the consultant has augmented Public Works staff with geotechnical engineering expertise on an as-needed basis. They have been and will be used as an extension of County Public Works staff during busy times when extra help is needed or when in-house expertise is not available.  
  
On December 15, 2009, the consulting service agreement was approved by the Board of Supervisors.  
  
Approval of this Consulting Services Agreement Amendment No. 1 will allow the Consultant to continue providing geotechnical engineering consulting services to the County on on-call basis through December 31, 2012.  

CONSEQUENCE OF NEGATIVE ACTION:

Without approval from the Board of Supervisors, there will be possible delays in completing projects requiring geotechnical engineering services. Executing this amendment will facilitate the process of design and construction for various Public Works projects requiring a geotechnical engineering expertise.
