RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21011 to add one (1) full-time (40/40) Senior Community Library Manager (3AGH) (represented) position at salary level ZAX 1662 ($5,372-$6,861), and add one (1) full-time (40/40) Clerk Specialist (JWXD) (represented) position at salary level 3RX 1156 ($3,347-$4,274)and cancel one (1) full-time (40/40) Library Reading and Literacy Manager (3AHB) (represented) vacant position No. 6194 and cancel one (1) part-time (32/40) Library Specialist (3AVA) (represented) vacant position No. 10149 in the Library.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost savings to Library funds of approximately $16,322, which includes an annual pension savings of $3,934.











BACKGROUND:

The Library Department is requesting the addition of one (1) Senior Community Library Manager and one (1) Clerk Specialist level positions for the Library's Public Services Division. Primary functions for the new Senior Community Library Manager will include: provide supervision to clerical staff, oversight to Early Literacy Services through the Wilruss Trust, and provide leadership for library-wide public services activities. The added Clerk Specialist level position primary duties will include the handling of the Library's volunteer services. The added positions will continue early literacy services throughout the County while enabling the Library to meet public service needs as outlined in the Contra Costa County Library Strategic Plan. This efforts include: expanding partnerships with other County departments, non-profits, and community service agencies; project management of special initiatives such as the recently awarded market analysis grant to design library programs and services; training, continued education and skills development of all library staff; and grant seeking, writing and administration to expand library services.

CONSEQUENCE OF NEGATIVE ACTION:

If this request is not approved, the County will not realize an annual cost savings of $16,322 and will not have a management position that is focused on expanding partnerships with other County departments, nonprofits, and community service agencies as outlined in the Contra Costa County Library Strategic Plan.
