RECOMMENDATION(S):

Approve and Authorize the Health Services Director or designee, to execute on behalf of the County Standard Agreement #28-587-11 (State #10-EHAP-7384) with the State of California Department of Housing and Community Development, to pay the County an amount not to exceed $24,846 for the Emergency Housing Assistance Program (EHAP) and Greater Richmond Interfaith Programs’ Emergency Shelter for Families, Round 16, for fiscal year 2011-2012.

FISCAL IMPACT:

Approval of this agreement will result in $24,846 of funding from the California Department of Housing and Community Development for the Emergency Housing Assistance Program (EHAP) Round 16 which is essential to maintaining our future capacity throughout the emergency shelter system. No County match required.


BACKGROUND:

On October 7, 2008, the Board of Supervisors approved the application for the EHAP Round 15 funding to support the County Homeless Programs Emergency Shelter for single adults and Greater Richmond Interfaith Programs Emergency Shelter for Families for fiscal year 2008-2009. There is continuing concern about the lack of emergency shelter services for homeless single adults and families.   
  
On April 5, 2011, the Board of Supervisors approved the submittal of Application Board Order #28-587-10 with the State of California Department of Housing and Community Development for Application EHAP 16 funding essential for Contra Costa maintaining our future bed capacity. The County Homeless Program is committed to working with community agencies, such as Greater Richmond Interfaith Program (GRIP) to achieve this goal.   
  
Approval of this standard agreement #28-587-11 will support emergency shelter for families operated by grip and shelter beds for single adults operated by the county homeless program, including agreeing to indemnify and hold harmless the state for claims arising out of the county’s performance under the contract.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County Shelters may lose critical funding that supports the shelter program and may have to run at reduced capacity. This would leave more homeless individuals on the streets.
