RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute on behalf of the County, Contract #23–441-2 with DJR Healthcare Consulting, Inc., a corporation, in an amount not to exceed $525,000, to provide professional management and oversight of the Department’s Information Technology (IT) Unit, for the period from January 1, 2012 through December 31, 2013.

FISCAL IMPACT:

This Contract is funded 100% by Enterprise Fund I. (No rate increase)












BACKGROUND:

On December 9, 2008, the Board of Supervisors approved Contract #23-441 (as amendment by Amendment Agreement #23-441-1) with the Contractor to provide professional management and oversight of the Department’s IT Unit including, but not limited to: providing a qualified Chief Information Officer who will provide day to day on-site management; acting as the technical expert with regard to all Health Services Department IT Systems; leading the IT Steering Committee; developing formal written strategic plans, policies and procedures; creating processes for identifying system user needs and translate them into system enhancements; working in collaboration with Department staff, physicians, providers and clients of IT systems. The Contractor has and will continue to provide the services for the period from January 1, 2009 through December 31, 2011.  
  
Approval of Contract #23-441-2 will allow the Contractor to continue to provide the services, through December 31, 2013.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the Department would not have management and oversight of the Health Services Department’s IT Unit, which is responsible for supporting the technology infrastructure including, but not limited to, clinical systems development, data analysis, reporting, end-user training and customer support services for the Contra Costa Regional Medical Center and Contra Costa Health Centers, Contra Costa Health Plan, Public Health, Environmental Health, Emergency Medical Services, Alcohol and other Drugs Services, Mental Health and Office of the Director/Finance Divisions.
