RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to apply for and accept a FY 2011 U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) Urban Areas Security Initiative (UASI) grant in an amount not to exceed $102,000 for rescue systems training.

FISCAL IMPACT:

$102,000, 100% Federal; No District match required. The grant award may be lower than the amount requested and will be for a period of one year from the effective date of the award.

BACKGROUND:

The Fiscal Year (FY) 2011 Homeland Security Grant Program (HSGP) provides a primary funding mechanism for building and sustaining national preparedness capabilities. HSGP is comprised of five interconnected grant programs, including the Urban Areas Security Initiative (UASI). The UASI Program provides funding to address the unique planning, organization, equipment, training, and exercise needs of high-threat, high-density urban areas and assists them in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism.

If awarded this grant, the Contra Costa County Fire Protection District will provide specialized urban area rescue training to emergency response personnel. The program budget includes training materials, tuition, and travel costs for a minimum of 36 personnel* for the following classes:  
  
Rescue Systems 1: $29,000   
  
Rescue Systems 2: $35,000   
  
Trench Rescue: $20,000   
  
River and Flood Water Rescue: $18,000 (*minimum of 18 personnel)

CONSEQUENCE OF NEGATIVE ACTION:

The District is funded primarily by property taxes and, therefore, has been particularly hard hit by the housing market decline and resulting impact on property tax revenue. Without this federal aid, the District will not have the funds to allocate to the above-referenced training.
