RECOMMENDATION(S):

APPROVE changes to seat names, designations, and terminations dates on the Local Planning Council for Child Care and Development, as recommended by the Office of Education and the Local Planning Council.

FISCAL IMPACT:

None.

BACKGROUND:

The County Administrator's Office and the County Office of Education staff to the Local Planning Council for Child Care and Development completed an audit of the seats on this Board appointed adivsory body.

Initially, the terms of office were for one year for 10 council members; two years for 10 council members; and three years for 10 council members. After the intial terms, all subsequent terms were for three years. This phased in approach was mean to ensure that seats expired on a rotating basis and not all at the same time.   
  
Subsequently, the number of members was reduced from 30 to 25 seats, including five members each representing consumers, child care providers, public agencies, and the community, plus five discretionary seats. All recommendations for appointments are reviewed by the Family and Human Services Committee in conjuntionc with the Office of Education and forwarded to the Board of Supervisors for action.  
  
During the audit, it was determined that due to the reduction in the number of seats there was no longer adequate representation across the geographic areas of the County, equal number of seats did not expire each year, and seat names were no longer consecutive. Therefore, it is recommended by both the County Administrator's Office and the County Office of Education tha the changes identified on the attached document be approved and implemented.

CONSEQUENCE OF NEGATIVE ACTION:

Seat names will continue to be inconsistent, termation dates will not be appropriately divided between calendar years, and seats will not be divided appropriately among geographic areas of the County.
