RECOMMENDATION(S):

ACCEPT the annual update from the Employment and Human Services Department on the Independent Living Skills Program. ACKNOWLEDGE that this program reduces costs by decreasing the number of foster youth who end up in the criminal justice system. RECOGNIZE that, when discretionary funds become available in the future, consideration should be given to directing funding to this program.

None. Report only.

BACKGROUND:

The Employment and Human Services Department reports on an annual basis to the Family and Human Services Committee on the services being provided to the youth in our community by the Independent Living Skills Program. On November 14, 2011, the 2011 annual report was provided.

During the discussion at the Family and Human Services Committee meeting, the Committee discussed the impacts of the services on the lives of youth, the numbers of youth served, the implementation of AB12 which extends foster care until age 21 beginning in 2012, the impact of Realignment 2011 on the funding to the program, and other aspects of the program. The Committee agreed that this program was highly worthwhile in keeping young men and woman out of the criminal justice system and preparing them to be successfull adults.  
  
The Committee requested that the attached reports be submitted to the Board of Supervisors with the recommendation that, if discretionary funding should become available in the future, consideration be given to providing additional funding to this program.

CONSEQUENCE OF NEGATIVE ACTION:

None.

CHILDREN'S IMPACT STATEMENT:

This programs supports the County's efforts to ensure youth are healthy and preparing for adulthood by decreasing high school drop out rates; improving college readiness; reducing juvenile arrests; reducing drug, alcohol and tobacco use; increasing employment; and reducing other high-risk behaviors.
