RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21019 to add one (1) full-time (40/40) Librarian (3AWA) (represented) position at salary level QXX 1341 ($4,020.52-$5,134.37); cancel one (1) full-time (40/40) Library Specialist (3AVA) (represented) vacant position No. 14172 and one (1) part-time (20/40) Clerk - Experienced Level (JWXB) (represented) vacant position No. 6168; and increase the hours of one (1) part-time (20/40) Clerk - Senior Level (JWXC) (represented) position No. 6057 to full time (40/40) in the Library Department.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost savings to Library funds of approximately $21,120, which includes an annual pension savings of $1,512.










BACKGROUND:

The Lafayette Library has a consortium partnership with twelve arts and cultural institutions in the Bay Area. It was originally thought that the position of Library Specialist at the Lafayette Library would introduce art and cultural institutional programs to all of the Community Libraries by planning and implementing services on a county-wide level. However, the Lafayette Library and Learning Center Foundation has engaged in grant-writing to bring these programs to the other libraries and in the process has eliminated the need for a Library Specialist. The Library Department is requesting the cancellation of one vacant (1) Library Specialist and in its place, requesting the addition of one (1) Librarian for the Lafayette Library.  
  
At the Pleasant Hill Library, the Library Department is requesting that a vacant part-time 20/40 Clerk - Experienced Level position be canceled and the hours of a part-time 20/40 Clerk - Senior Level be increased to full-time 40/40. The Pleasant Hill Library is the largest Library facility in Contra Costa County (51,000 square feet). The Pleasant Hill Library hosts 1,000 visitors each day and circulates 460,000 items annually. With the exception of Pleasant Hill, each of the Community Libraries with an annual circulation of over 240,000 items employs a full time 40/40 Clerk - Senior Level. The Clerk- Senior Level plays a critical role in ensuring that duties are completed on time, staff time is scheduled efficiently, and that all tasks are accounted for resulting in a positive experience for library visitors. A full time 40/40 Clerk - Senior Level would greatly enhance the Pleasant Hill Library's ability to serve the public.   
  

CONSEQUENCE OF NEGATIVE ACTION:

If this request is not approved, the County will not realize an annual cost savings of $21,120 and service efficiencies will not be executed.
