RECOMMENDATION(S):

ADOPT Traffic Resolution No. 2011/4346 designating Vasco Road (Road No. 7711B ) as a Safety Enhancement-Double Fine Zone as established in Assembly Bill Number 348 (AB 348), Byron area. (District III)

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

On September 21, 2011, the Governor of California approved AB 348 to designate Vasco Road as a Safety Enhancement-Double Fine Zone.

AB 348 requires that Contra Costa and Alameda Counties approve county resolutions to designate Vasco Road as a Safety Enhancement-Double Fine Zone.  
  
AB 348 adds Section 42010 to the California Vehicle Code which establishes the increased fines for drivers committing offenses within an area that has been designated as a Safety Enhancement-Double Fine Zone.  
  
The designation as a Safety Enhancement-Double Fine Zone shall remain in effect only until January 1, 2017, and as of that date is repealed, unless a later enacted statute, deletes or extends that date.  

CONSEQUENCE OF NEGATIVE ACTION:

Vasco Road would not be designated as a Safety Enhancement-Double Fine Zone, and Section 42010 of the Vehicle Code would not be enforceable.
