RECOMMENDATION(S):

ACCEPT report on the status of the eBART project, as recommended by the Transportation, Water and Infrastructure (TWI) Committee.

FISCAL IMPACT:

None.

BACKGROUND:

At the January 11, 2011 Board of Supervisors meeting, the TWI Committee provided an update on the eBART project. Phase 1 of the eBART project broke ground on October 29, 2010. Completion of the Highway 4 widening is anticipated to occur in December 2014; and completion of the the eBART project is anticipated to occur in 2015.   
  






BACKGROUND: (CONT'D)
On November 14, 2011, staff reported to the TWI Committee that BART has supported an extension of service further into eastern Contra Costa County as the next phase of system development on this line. BART will fund and develop the "eBART Next Segment Study" which would evaluate future possible line extensions along the median of the Highway 4 Bypass corridor, and the Mococo Rail Line corridor (owned by Union Pacific Railroad). However, according to BART, the Bypass alignment is the more likely alternative of the two. The study will consider five possible future station locations: Laurel Road, Lone Tree Way, Sand Creek Road, Balfour Road, and a Byron/Discovery Bay station (see attached map).  
  
The eBART Partnership Policy Advisory Committee (ePPAC), the policy body comprised of elected officials from the affected jurisdictions and agencies for the eBART project, is anticipated to reconvene in December of 2011.   
  
BART has alloted approximately $300,000 to fund the study.
