RECOMMENDATION(S):

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to sign Agreement #C1139305 with the California Department of Parks and Recreation, in an amount not to exceed $10,000, to reimburse the County to control invasive, non-native plant species at Mt. Diablo State Park and the Cowell Ranch property and to protect habitat for sensitive plant and animal species, for the period of December 13, 2011 through July 1, 2014, as recommended by the Agricultural Commissioner.

FISCAL IMPACT:

This agreement reimburses the County for expenditures incurred from December 13, 2011 through July 1, 2014 in an amount not to exceed $10,000.  

BACKGROUND:

All work will be performed consistent with all relevant laws and policies pertaining to environmental protection and the use of pesticides. Contractor will submit and maintain all records regarding application of pesticides, and will provide copies of those records to California State Parks.  
  
All work to be conducted from the existing roads and trails to the extent feasible, since driving of all terrain vehicles or other vehicles off of the roads or trails will be limited as a part of this contract.  
  
The Department has been working under contract with California State Park lands for longer than 10 years working to rid these areas of designated noxious weeds. This is to the mutual benefit of both Departmental and State Parks objectives for the protection of open space, endangered or sensitive species and agricultural areas.  
  

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve Agreement #C1139305 will mean that the Department will not be reimbursed for the eradication of specified noxious weeds in open park and rangeland areas.
