RECOMMENDATION(S):

APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract amendment with Sponamore Associates, a subsidiary of PRISM LLC, to extend the term of the contract from December 31, 2011 to December 31, 2012 with no change to payment limit, to allow the contractor to complete an Environmental Impact Report (EIR) for the Creekside Memorial Park Cemetery Project.

FISCAL IMPACT:

$264,100 since contract inception. 100% Land Use Permit Application Fees. This action only seeks to extend the contract term, not to increase to payment limit.

BACKGROUND:

An Environmental Impact Report (EIR) is currently being prepared for a pending Land Use Permit application (County File LP-052096) to establish a proposed Cemetery (Creekside Memorial Park) located east of the San Ramon City Limits at 7000 Camino Tassajara in the unincorporated Tassajara area. To assist staff in preparation of the document, the County entered into a contract with Sponamore Associates, a subsidiary of PRISM LLC, on October 10, 2006. In order to complete the environmental review for the project, a time extension to the existing contract is required.


CONSEQUENCE OF NEGATIVE ACTION:

The required environmental document, pursuant to the California Environmental Quality Act (CEQA) for the proposed project, would not be completed under the current contract.

CHILDREN'S IMPACT STATEMENT:

No impact.
