FISCAL IMPACT:
The Facilities Maintenance Division of the General Services Department is replacing one chipper for Grounds Services, for an estimated total of $36,908. The purchase will be funded with accumulated depreciation of $9,804, estimated salvage of $300, and $26,804 from Grounds Division Permanent Salaries.
The replacement is funded through the General Fund (100300).
BACKGROUND:
Grounds Services Division is responsible for providing landscape maintenance services for 103 County buildings and 30 Landscape & Lighting District sites. Grounds Services also responds to emergency situations such as fallen trees, flooding, water line breaks and insect problems.
The equipment to be replaced, equipment number 8309, is obsolete and beyond repair. Equipment 8309 is a 1994 Performance 90 Bush Chipper and no longer performs as designed. It is in non-maintainable condition and is undersized for operation.
Chippers are used to chip limbs and prune debris. It allows Grounds to reduce waste fees, trips to the landfill, and control weed growth by applying mulch. Productivity is increased by reducing trips to the landfill and increasing capacity.
CONSEQUENCE OF NEGATIVE ACTION:
Without replacement, Grounds will not be able to chip limbs and debris onsite. Debris will need to be dumped at the landfill, increasing dump fees and reducing production hours by time used to dump debris.
Without the mulch provided by the chipping, weed growth will increase causing service needs to increase.
