RECOMMENDATION(S):

REAPPOINT the following individual to the District IV Seat on the Family and Children's Trust Committee to a term expiring September 13, 2013, as recommended by Supervisor Karen Mitchoff:  
  

Ruth Rodriguez 1491 Detroit Avenue #345, Concord, CA 94520  

FISCAL IMPACT:

None.  



BACKGROUND:

    In 1982 the Board of Supervisors established the Family and Children's Trust (FACT) Committee to make recommendations regarding the allocation of funds for the prevention and intervention services to reduce child abuse and neglect, provide supportive services families with children, and promote a more coordinated seamless system of services. In addressing the needs of the community focusing on prevention and intervention services to reduce child abuse and neglect, FACT maintains a committee comprised of individuals with diverse knowledge, backgrounds, and community prospectives regarding community needs to serve families with children.  
      
    Members of the committee serve two year terms expiring on September 30. The membership is comprised of the following three categories:   
      
    Category 1-   
    Up to seven (7) representatives in the committee/commission/board category, to be selected by the Commissions themselves for full Board approval. Representatives from less formal groups [education (school seat), child development, and substance abuse experts] are reviewed by the Family and Human Services Committee prior to full Board approval :

    1. Mental Health Commission
    2. Family and Children's Services Advisory Committee
    3. Local Child Care and Development Planning Council
    4. Child Abuse and Neglect Prevention Council
    5. A Countywide drug and alcohol prevention committee (substance abuse expert)
    6. A Countywide education-oriented committee/group (education/school seat)
    7. First Five Contra Costa Children and Families Commission
    8. Early Childhood Education/Child Development individual/group (child development)
    9. Faith Community group
      
    Category 2-
    • One (1) representative from each of the five Supervisorial Districts. If requested, FACT will assist individual supervisors with recruitment.
      
    Category 3-
    • Five (5) At-Large members who must be conflict-free with respect to the State and Board of Supervisors' statutes. Education/experience in the following fields are highly desirable: child abuse and neglect, child care, out-of-home placement, homelessness, substance abuse services, family systems, multi-ethnic services and/or program planning, analysis, and evaluation. At large applicants will be reviewed by the Family and Human Services Committee prior to full Board approval. -- Ex Officio -- Child Abuse Council Director
      
    Ms. Rodriguez has been an excellent representative on the Family and Children's Trust Committee and Supervisor Mitchoff would like to appoint her to an additional term.   

    CONSEQUENCE OF NEGATIVE ACTION:

    The District IV Seat will become vacant.
