RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #24–778–19 with FamiliesFirst, Inc., a non-profit corporation, in an amount not to exceed $540,493, to provide day treatment and mental health services for Seriously Emotionally Disturbed (SED) children, for the period from July 1, 2010 through June 30, 2011. This Contract includes a six-month automatic extension through December 31, 2011, in an amount not to exceed $270,247.

FISCAL IMPACT:

This Contract is funded 27% by Federal FFP Med-Cal, 16% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), 1% Mental Health Realignment (required County match), and 56% by County Subsidy. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing intensive day treatment, mental health services, medication support, and case management services for SED children at Mt. Diablo High School to reduce the need for out-of-home placements.

On December 8, 2009, the Board of Supervisors approved Novation Contract #24–778–18 with FamiliesFirst, Inc., for the period from July 1, 2009 through June 30, 2010, which included a six-month automatic extension through December 31, 2010, for the provision of day treatment and mental health services for SED children.  
  
Approval of Novation Contract #24–778–19 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2011.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED children at Mt. Diablo High School will not receive needed day treatment, mental health services, medication support, and case management services, and as a result, may require out-of-home placement.

CHILDREN'S IMPACT STATEMENT:

This EPSDT program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
