RECOMMENDATION(S):

ADOPT Resolution No. 2010/580 approving and authorizing the Sheriff-Coroner to expend money to reimburse expenses incurred by Reserve Deputy Sheriffs and ACKNOWLEDGE transfer of donations to the County Treasury in the amount of $58,460 for Office of the Sheriff volunteer programs.

FISCAL IMPACT:

$40,000 annually (100% General Fund - Budgeted)

BACKGROUND:

In accordance with Government Code Section 26227, and since 1962, the County has authorized the Sheriff-Coroner to reimburse the Deputy Sheriff Reserve and other uniformed volunteers the costs of uniforms and other miscellaneous expenses incurred during volunteer services. Included in this authorization is the ability for the Sheriff to recognize these volunteers through an annual awards dinner.  
  


BACKGROUND: (CONT'D)
Volunteers in the Office of the Sheriff volunteer over 100,000 hours annually through 11 different volunteer programs. These programs vary in size and mission capability and include the Reserve Deputy Sheriff Program, Search and Rescue Team, Amateur Civil Radio Emergency Service (RACES), Amateur Radio Communication (ARC), Air Squadron, Explorer/Cadet Program, Dive Team, Medical Support Team, Food Service Unit, Chaplains Program, and Sheriff's Auxiliary Volunteer Extended Services Program (SAVES). Volunteers provide invaluable support to the Office of the Sheriff and assist in accomplishing varied functions and tasks, enhance services, and increase public awareness.  
  
Annually, the volunteers are recognized through an awards and recognition dinner. This board order and resolution authorizes this event as allowed under Administrative Bulletin 614- Food and Beverage Policy. Expenditures for this event will come from donations. Additionally, past donations from various individuals, organizations, and other sources have totaled $58,496 to support the various volunteer programs, to include the annual awards and recognition dinner.

CONSEQUENCE OF NEGATIVE ACTION:

Not approving this resolution may result in a loss of volunteer participation and reduction of volunteer hours causing increased personnel costs to cover activities currently performed by the volunteers and a reduction in volunteer support programs.
