RECOMMENDATION(S):

ADOPT Resolution No. 2009/581 authorizing the Sheriff-Coroner, or designee, to accept additional grant funding for the State of California, 2007 Buffer Zone Protection Program (BZPP) grant in an amount not to exceed $63,050 to build security and risk management capabilities enhancing the security of California water systems for the period of January 1, 2008 through January 31, 2010.

FISCAL IMPACT:

No net County costs. Revenue; 100% Federal; $63,050. The Buffer Zone Protection Program grant is a State pass-through of Federal funding. (CFDA #97.078)

BACKGROUND:

On June 5, 2007 (Item C.57), the Board of Supervisors approved and authorized the Sheriff-Coroner, or designee, to apply for and accept this grant in the amount of $192,500 from the State of California. The grant was awarded at a reduced amount of $182,875. The State is prepared to augment the Buffer Zone Protection Program (BZPP) grant for equipment purchases and training or planning activities that are designed to protect our State's water systems. The revised total of the 2007 BZPP allocation provided to the County by the U.S. Department of Homeland Security and sub-granted through the State of California is $245,925.

The attached Resolution is to comply with specific State of California reequirements for Governing Body authorization.
