The goal of the managed care project is to provide covered mental health services, including medication support, day treatment intensive, day rehabilitation, crisis intervention, crisis stabilization, adult residential treatment, crisis residential, psychiatric health facility and targeted case management services. Covered mental health services include psychiatric inpatient treatment and early periodic screening, diagnosis and treatment (EPSDT) supplemental specialty mental health services. The County has been contracting with the State for these services since April 1, 2012.
On October 1, 2013, the Board of Supervisors approved Standard Agreement #29-533-2 with the Department of Health Care Services for the provision of Managed Mental Health Care for Medi-Cal eligible resident of Contra Costa County in an amount not to exceed $8,113,337,000, for the period from May 1, 2013 thought June 30 2018.
On August 7, 2018, the Board of Supervisors approved Amendment Agreement #29-533-3 and Standard Agreement #29-533-4 with the California Department of Mental Health and Health Care Services (now known as California Department of Health Care Services), to continue Managed Mental Health Care for Medi-Cal Eligible resident of Contra Costa County through June 30, 2022.
On April 26, 2022, the Board of Supervisors approved Amendment Agreement #29-533-5 to update terms and conditions to comply with federal regulations with no change in the term through June 30, 2022.
Approval of Agreement #29-533-6 will allow the County to continue to receive funds to support the Managed Mental Health Care Project through June 30, 2027, to ensure continuity of specialty mental health services, including agreeing to indemnify and hold the State harmless for any claims arising out of the County’s performance under the agreement.
This agreement was received by the Behavioral Health Division on July 20, 2022, which did not give the department the opportunity to request Board authorization prior to the effective date. Additionally, due to program staff oversight, the execution of the contract was further delayed.
If this agreement is not approved, the County will not be able to continue providing managed mental health care services to Medi-Cal eligible residents of Contra Costa County.
