RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24-681-84(22) with United Family Care, LLC (dba Family Courtyard), a limited liability company, in an amount not to exceed $334,956, to provide augmented board and care services for the period from December 1, 2022 through November 30, 2023.

FISCAL IMPACT:

This contract will result in annual contractual service expenditures of up to $334,956 and will be funded as budgeted by the department in FY 2022-23, by 100% Mental Health Services Act Housing Fund.

BACKGROUND:

The Behavioral Health Services Division has been contracting with United Family Care, LLC (dba Family Courtyard), since December 1, 2007 to provide augmented board and care services for mentally ill adults in West Contra Costa County.

This contract meets the social needs of the County's population by augmenting room and board and providing twenty-four hour emergency residential care and supervision to eligible mentally disordered clients, who are specifically referred by the Mental Health Program staff and who are served by County Mental Health Services.  
  
On November 2, 2021, the Board of Supervisors approved Contract #24-681-84(21) with United Family Care, LLC (dba Family Courtyard), in an amount not to exceed $325,200, to provide augmented board and care services for mentally ill adults, for the period December 1, 2021 through November 30, 2022.   
  
Approval of Contract #24-681-84(22) will allow the contractor to continue to provide augmented board and care services through November 30, 2023.

CONSEQUENCE OF NEGATIVE ACTION:

If the department is unable to execute a contract with this contractor, Mental Health Services will have limited augmented board and care providers for its mentally disordered clients, which can potentially put them at higher risk.
