RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent or designee to execute, on behalf of the Health Services Director, a purchase order with Cepheid in an amount not to exceed $2,910,000 for the purchase of reagents and supplies for COVID-19 testing for the Clinical Laboratory at the Contra Costa Regional Medical Center (CCRMC), for the period from January 15, 2023, through January 14, 2026.

FISCAL IMPACT:

Approval of this action will result in expenditures of up to $2,910,000 over the three-year period between January 15, 2023 through January 14, 2026 and will be funded 100% by American Rescue Plan Act and Hosptial Enterprise Fund I.










BACKGROUND:

The CCRMC Clinical Laboratory has used Cepheid since 2020 and continues to use Cepheid, XPRESS, COV-2/FLU/RSV testing as it can provide rapid detection of the current coronavirus. This test can be processed in 25 minutes for a positive result and provide results for all four pathogens in just 36 minutes with less than a minute of hands-on time. This test is much needed in the laboratory as large amounts of COVID testing can be performed, reducing manpower needs for the laboratory. Abbott ID was used prior but was rejected as it performed one test at a time compared to Cepheid’s eight samples per run resulting in a need for higher levels of staffing. The Cepheid GeneXpert can only run Cepheid kits for testing as these products are sole proprietary use for the analyzer.  
  
On February 1, 2022, The Board of Supervisors approved a purchase order item C.71 with Cepheid, Inc. in the amount not to exceed $970,190 for the purchase of reagents and supplies for COVID-19 testing for the Clinical Laboratory at the Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Center, for the period from January 15, 2022, through January 14, 2023.  
  
Approval of the requested purchase order will allow this vendor to continue providing reagents and supplies for the Clinical Laboratory at the Contra Costa Regional Medical Center (CCRMC) through January 14, 2026.

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase order is not approved, then the CCRMC Clinical Laboratory will not be able to perform the specific COVID-19 patient testing that utilizes these supplies, thus impacting patient safety and health.
