There is no cost to the County for use of the building.
The County and the City of Richmond are parties to a Permit to Enter and Release of Liability Agreement dated January 14, 2021 (PTE), under which the City is allowing the County to use the City-owned building known as the Richmond Memorial Auditorium and Convention Center, located at 403 Civic Center Plaza in Richmond. The original term of the PTE was through August 31, 2021, and the original purpose of the PTE was to allow the County to provide COVID-19 vaccinations to the public. On April 1, 2021, the PTE was amended to extend its term through December 31, 2021, and to permit COVID-19 testing at the site. On January 6, 2022, the PTE was amended again to extend the term through June 30, 2022, with an option to extend the term on a month-to-month basis with the City’s written consent.
On June 21, 2022, this Board was asked to approve a third amendment to the PTE. The board order incorrectly described the action as extending the term of the PTE through July 31, 2022, when the term extension that was effected by the third amendment was through June 30, 2023. This board order requests the Board approve and ratify the extension of the term of the PTE through June 30, 2023.
On August 15, 2022, a fourth amendment to the PTE was approved by this Board. The fourth amendment permits the County to provide Monkeypox vaccinations at the site.
The City and the County now desire to enter into a fifth amendment to the PTE to allow the County to use the site to administer any type of vaccine to the public. Approval of the fifth amendment will allow the County to use the site to support other Public Health efforts to provide accessible vaccination services to community members in West County, in addition to ongoing COVID-19 and Monkeypox vaccinations.
If this action is not approved, the County will only be able to use the site to administer COVID-19 and Monkeypox vaccinations and to provide COVID-19 testing and related activities.
