RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #74-593-5 with Mental Health Systems, Inc., a non-profit corporation, in an amount not to exceed $322,166, to provide socialization and vocational rehabilitative services to adults with severe and persistent mental illness in Contra Costa County for the period July 1, 2022 through June 30, 2023, which includes a six-month automatic extension through December 31, 2023, in an amount not to exceed $161,083.

FISCAL IMPACT:

Approval of this contract will result in annual expenditures of up to $322,166 for FY 2022-2023 and will be funded 100% by Mental Health Realignment funds.


BACKGROUND:

This contract meets the social needs of the County’s population by providing programming for adults in recovery from psychiatric disorders, helping them to develop the support networks, vocational skills, and self-confidence needed to sustain stable and productive lives, throughout Contra Costa County. Mental Health Systems, Inc. has been providing socialization and vocational rehabilitative services to adults for the County since January 1, 2019.  
  
On December 7, 2021, the Board of Supervisors approved Novation Contract #74-593-4 with Mental Health Systems, Inc., in an amount not to exceed $312,783, for the provision of socialization and vocational rehabilitative services to adults with severe and persistent mental illness, including specific technical training and hands-on instruction for trades, certifications, or diplomas for the period July 1, 2021 through June 30, 2022, which included a six-month automatic extension through December 31, 2022 in an amount not to exceed $156,391.  
  
Approval of Novation Contract #74-593-5 replaces the automatic extension under the prior contract and allows the contractor to continue providing these services, through June 30, 2023.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, adults with severe and persistent mental illness will not receive socialization and vocational rehabilitative services provided by this contractor. Without these services, helping participants with identifying barriers to employment and assisting individuals with achieving their goals and or desired outcome within the community will not be met.
