RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Auditor-Controller, or designee, to execute a contract with Robert Half International, Inc., in an amount not to exceed $200,000 for temporary financial and accounting support services for the period November 1, 2022 through June 30, 2023.

FISCAL IMPACT:

Up to $200,000; 100% General Fund. The department plans to use this contract to backfill vacant positions, if needed. For that reason, the contract will be offset by cost savings and cost neutral to the budget.

BACKGROUND:

The Auditor-Controller's Office is the Chief Accounting Officer for the County with a mandate to ensure the required Auditor-Controller functions are performed as specified in the California Consititution, under various California codes, and by the Board of Supervisors. The primary mission of the office is to ensure the fiscal integirty of the County's financial records and to provide service, assistance and information to the public, Board of Supervisors, County Administrator's Office, County departments and employees, special districts and some regional non-county agencies.

Staff vacancies, as well as workload demands during the implementation of the new County Finance System, have had a significant impact on day-to-day operations and may cause delays in the production of the Annual Comprehensive Financial Report (ACFR).  
  
This contract would allow the department to secure qualified, temporary help in periods where staff vacancies result in a significant impact to day-to-day operations. It is anticipated that costs related to the contract would be covered by cost savings related to vacant staff positions (that are being backfilled by the contract).  
  
The contract contains a modified indemnification provision and a term limiting the potential liability of Robert Half International, Inc.  

CONSEQUENCE OF NEGATIVE ACTION:

The department will be unable to secure temporary assistance during staffing vacancies.
