RECOMMENDATION(S):

ACCEPT Resolution No. 2022/367 to approve and authorize the Employment and Human Services Director, or designee, to accept funding in the amount not to exceed $585,201 from the California Department of Aging (CDA) for Agreement Number CF-2223-07 to implement the CalFresh Healthy Living Supplemental Nutrition Assistance Program – Education (SNAP-Ed) in Contra Costa County for the period October 1, 2022 through September 30, 2025.

FISCAL IMPACT:

County to receive $585,201 from Agreement CF-2223-07 with the California Department of Aging for contract period October 1, 2022 through September 30,2025. Period October 1, 2022 – June 2023 portion is budgeted in FY 2022-23 and period July 1, 2023 – September 30, 2025 will be budgeted in FY 2023-24 and FY 2024-25. County to retain the maximum allowable 10% of funding for administration. No County match is required (Funding is 100% federal, AL #10.561).








BACKGROUND:

SNAP-Ed is part of the CalFresh Healthy Living program in California, which is funded by the U.S. Department of Agriculture to improve the health of low-income persons aged 60 and older by providing evidence-based nutrition education and obesity prevention services. CDA awarded the County $585,201 to implement SNAP-Ed/CalFresh Healthy Living in Contra Costa through Agreement CF-2223-07. The Area Agency on Aging (AAA), a division in the Employment and Human Services Department (EHSD), implements the program by contracting with a community-based agency to provide services directly to low-income older individuals to improve nutritional health, disseminate nutrition education literature and information, and deliver evidence-based activities that improve health. Through this agreement, low-income older adults in Contra Costa County can receive SNAP-Ed services from October 1, 2022 through September 30, 2025.

CONSEQUENCE OF NEGATIVE ACTION:

Without funding, nutritional health and obesity prevention education services for low-income older adults could not be provided.
