RECOMMENDATION(S):

ACCEPT status report on CalFresh participation, updates on the CalFresh benefit enhancements and expansions, as well as outreach efforts, as presented by the Employment and Human Services Department (EHSD) to the Family and Human Services Committee.

FISCAL IMPACT:

There is no fiscal impact for this action.

BACKGROUND:

The SNAP Program was originally referred to the Family and Human Services Committee (FHS) by the Board or Supervisors on February 15, 2011. This program was formerly known as Food Stamps and is currently known as the Federal Supplemental Nutrition Assistance Program (SNAP). In California, the name of the program is CalFresh.  
  





BACKGROUND: (CONT'D)
EHSD has presented annual status reports to the FHS related to concerns pertaining to eligibility and issuance of benefits, as well as the recent expansion of CalFresh benefits. EHSD staff provided updates to the FHS on May 24, 2021, and the report was forwarded to the Board of Supervisors and approved at its June 8, 2021 meeting.  
  
At the July 25, 2022 FHS meeting, EHSD staff provided updates on the Workforce Services Division's operations of the CalFresh Program, including application and caseload trends, application processing mandates, allocations and allocation per eligibility determination, and geographic demographics of caseload changes since the beginning of the COVID-19 pandemic. The Committee accepted the report and approved staff to forward it to the Board of Supervisors for its information, after the department adds information regarding the public charge impacts on immigrant clients' access to CalFresh/EBT support. The attached report provides the department's updates as requested by the FHS. For additional information on the FHS presentation and meeting minutes, the link can be accessed here.

CONSEQUENCE OF NEGATIVE ACTION:

The report will not be received.
