RECOMMENDATION(S):

APPROVE and AUTHORIZE the Director of Airports, or designee, to execute a contract with Kimley Horn and Associates effective November 1, 2020 to December 31, 2022, in an amount not to exceed $450,000 to provide design and engineering services for security equipment and system upgrades at Buchanan Field.

FISCAL IMPACT:

100% Grant Funding

BACKGROUND:

On June 16, 2020, the Board authorized the Director of Airports to submit grant applications to the Federal Aviation Administration and State of California Division of Aeronautics for grants totaling approximately $3,200,000 to complete security upgrades to the Buchanan Field Airport. This contract with Kimley Horn and Associates (Kimley Horn) is part of that project and will enable Kimley Horn to complete the initial design and engineering of the security upgrades. The project will likely include upgrades to fencing, access control gates, access control system, lighting and video monitoring.




CONSEQUENCE OF NEGATIVE ACTION:

Not approving the proposed contract will result in the loss of consultant services needed to design and engineer the security upgrades for Buchanan Field. Failure to design and ultimately receive bids for the construction of the project would lead to a loss of the expected $3,200,000 in federal and state grant funding. The Airport Enterprise Fund would not be able to fund this project without federal and state grant funding support; therefore, the security upgrades would not be completed.
