RECOMMENDATION(S):

APPROVE clarification of Board Action from January 14, 2020 (Item C.5) in which the Board authorized the County Librarian to accept a Community Development Block Grant (CDBG) award in the amount of $75,000 from the City of Walnut Creek for the purpose of providing Americans with Disabilities Act (ADA) upgrades to the Ygnacio Valley Library parking lot, to reflect the updated grant amount of $95,000,for the period July 1, 2020 through June 30, 2021.

FISCAL IMPACT:

The Community Development Block Grant will cover the necessary ADA upgrades to the Library parking lot. The Library Fund will cover the subsequent paving work in the amount of approximately $375,000.

BACKGROUND:

The CDBG program is funded by the federal government through the Department of Housing and Urban Development. The primary objective of this program is to help develop viable urban communities through the provision of decent housing, a suitable living environment, and economic opportunity, principally for low and moderate income persons. The cities of Antioch, Concord, Pittsburg, Walnut Creek, and Contra Costa County, on behalf of all the other cities and the county unincorporated area (the Urban County),

joined to form the Contra Costa HOME and CDBG Consortium. Together these jurisdictions cover all of Contra Costa County and have a joint, integrated funding application for these funds.  
  

CONSEQUENCE OF NEGATIVE ACTION:

The Library will be unable to complete necessary ADA upgrades to the Ygnacio Valley Library Parking Lot.
