3. DIRECT staff to work with the California Department of Tax and Fee Administration on logistics of listing a ballot measure and set up and collection contracts.
  Staff was directed to begin work with the CDTFA on logistics of listing a ballot measure and set up and collection contracts.

4. DIRECT staff to begin discussions with County lobbyist regarding special legislation needed to list measure on the ballot, but shall not begin drafting language or engaging legislators.
  Staff was directed to forward to the full Board of Supervisors the Committee's recommendation to begin discussions with County lobbyist regarding special legislation needed to list measure on the ballot, to begin drafting language and engaging legislators.

5. ACKNOWLEDGE that the Governor would need to sign special legislation by May/June timeframe for the ballot measure to be feasible.
  Staff was directed to forward to the full Board of Supervisors the Committee's recommendation to acknowledge that the Governor would need to sign special legislation by May/June timeframe for the ballot measure to be feasible.

6. CONVENE a working group to develop a needs assessment to support a potential sales tax.
  The Committee began a discussion regarding formation of a working group to develop a needs assessment to support a potential sales tax.  Chris Wikler from Supervisor Mitchoff's office and Sonia Bustamante from Supervisor Gioia's office will staff the working group.  Agendas and Records of Action will be published through the County's website.  Mariana Moore with Ensuring Opportunity Campaign and Joshua Anijar with the Contra Costa Central Labor Council were identified as Co-Chairs.  The group discussed the pros and cons of general and special taxes, advisory expenditure plans, future polling, inclusion, and the restricted timeline.  At the first meeting of the working group, the group will develop clear principles and values so all have the right spirit to get to a decision and action points.

7. ESTABLISH meeting schedule.
  The first meeting of the Potential Sales Tax Measure Ad Hoc Committee Working Group is scheduled for Monday, December 2, 2019.  The meeting will be held at 651 Pine Street in room 101 at 2:30 P.M.
