RECOMMENDATION(S):

ADOPT Resolution No. 2019/406 ratifying the County Administrator’s October 27, 2019, proclamation of existence of a local emergency when the Board of Supervisors was not in session and could not immediately be called into session.

FISCAL IMPACT:

This is an administrative action to declare the existence of a local emergency; the costs to the County resulting from the emergency are not yet known.

BACKGROUND:

Section 42-2.802 of the County Ordinance Code empowers the Administrator of Emergency Services (County Administrator) to proclaim the existence or threatened existence of a local emergency when the County is affected or likely to be affected by a public calamity.

On October 26, 2019, a severe weather event occurred in Contra Costa County. Starting around 8:00 AM that day the County suffered strong winds, coupled with low humidity, which resulted in multiple wildfires that caused power disruption, trees falling, and infrastructure damage throughout the County. These events also necessitated evacuation of residents from multiple sites.  
  
  
These events placed considerable stress on services, personnel, equipment and facilities of Contra Costa County such that the County Administrator was compelled to issue a Proclamation of Local Emergency. These events commenced over the weekend while the Board of Supervisors of Contra Costa County was not in session. After conferring with more than one member of the Board of Supervisors, the Emergency Proclamation was issued by the County Administrator on Sunday, October 27, 2019 at approximately 4:27 PM.  
  
It is expected that the local emergency is likely to continue for some period such that the Board of Supervisors will review the need for continuing this proclamation of local emergency at least every 60 days as necessary.
