RECEIVE report on energy usage data and REFER item to Board of Supervisors.
Referral Update:
Measuring reductions in energy use in buildings is an important component of implementing Contra Costa County's Climate Action Plan. Emissions from buildings are the second largest source of greenhouse gases in the Climate Action Plan. Energy use data for the County is controlled by PG&E and regulated by the California Public Utilities Commission (CPUC). The CPUC has adopted, and PG&E has interpreted, privacy rules around energy usage data that make it difficult for local governments to get the data they need for climate action reporting purposes. Staff believes that direction from the Board of Supervisors to work with other local governments and stakeholders to submit formal comments as needed to the CPUC and other entities to obtain accurate and consistent aggregate energy usage data, would be very helpful, as would direction to identify other, more applicable solutions to this issue.

PROVIDE DIRECTION to staff and REFER the issue of access to energy usage data to the Board of Supervisors.
