RECOMMENDATION(S):

APPROVE Appropriation and Revenue Adjustment No. 5015 authorizing new revenue in the amount of $849,131 from the U.S. Department of Homeland Security FY 2014 Assistance to Firefighters Grant program and $127,369 from fund balance and appropriating it for the acquisition of one (1) mobile command unit in the Contra Costa County Fire Protection District.

85% Federal; 15% Special District Revenue

BACKGROUND:

The Contra Costa County Fire Protection District has been awarded grant funding from the U.S. Department of Homeland Security Assistance to Firefighters Grant program for the purchase of a mobile command unit.

The mobile command unit will provide a platform to serve the needs of incident command team personnel in providing effective command, control, and planning at large scale incidents. There is currently no fire-based mobile command unit within the County. The unit will complement the other regional assets in the County, including the San Ramon Valley Fire Protection District mobile communications unit, as well as the recently acquired Sheriff's Office mobile command unit.  
  
The mobile command unit will be able to support up to 11 personnel functioning inside to fill the positions necessary to provide overhead support and command, communication, and control at large scale fires or other long term emergency incidents. The unit will function as the primary support vehicle for East Bay Incident Management Team (EBIMT) deployments within the County and could be made available for that team's use in Alameda County, the partner county of the EBIMT.

CONSEQUENCE OF NEGATIVE ACTION:

The District will not be able to take advantage of $849,131 in Federal funding and the District and the County will not have a fire-based mobile command unit.
