RECOMMENDATION(S):

APPROVE and AUTHORIZE the Director of Human Resources. or designee, to execute a contract with Biometrics4ALL, Inc., in an amount not to exceed $495,000 to provide Live Scan fingerprinting technology services, for the period July 1, 2022 through June 30, 2025, with the option for two one-year extensions.

FISCAL IMPACT:

The fiscal impact of this contract is borne by the hiring departments that utilize the services (100% User Departments).


BACKGROUND:

In 2020, the County approved a contract with Biometrics4ALL, Inc. to provide a technology service platform via ApplicantServices.com that facilitates and streamlines social distancing fingerprinting services to new hire candidates and provides an expanded network of available locations. The platform allows candidates to directly schedule appointments at various locations throughout the State of California. Biometrics4All, Inc. collects and retains all completed live scan applications on behalf of the County per the Department of Justice (DOJ) legal requirements for a period of one (1) year. The service provided by Biometrics4ALL, Inc. not only takes the health and safety of the candidates and County staff into consideration, but it also brings efficiency and convenience to applicants requiring fingerprinting services.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will be unable to offer fingerprinting and related services offered by Biometrics4ALL, Inc. for new hire candidates.
