RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, as follows: (1) Cancelation Agreement #27-935-5 with Amitabh Bharadwaj, M.D. (dba Retina Specialists of Northern California), a sole proprietor, effective at the end of business on October 31, 2022; and (2) Contract #27-935-6 with Amitabh Bharadwaj, M.D. (dba Retina Specialists of Northern California), a sole proprietor, in an amount not to exceed $900,000, to provide ophthalmology services for Contra Costa Health Plan (CCHP) members and County recipients, for the period November 1, 2022 through October 31, 2024.

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $900,000 over a two-year period and will be funded 100% by CCHP Enterprise Fund II revenues. (Rate increase)

BACKGROUND:

CCHP has an obligation to provide certain specialized ophthalmology services for its members under the terms of their Individual and Group Health Plan membership contracts with the County. This contractor has been a part of the CCHP Provider Network providing these services since June 2014.

On May 10, 2022, the Board of Supervisors approved Contract #27-935-4 with Amitabh Bharadwaj, M.D. (dba Retina Specialists of Northern California), in an amount not to exceed $900,000, for the provision of ophthalmology services for CCHP members and County recipients for the period June 1, 2022 through May 31, 2025.

In consideration of the contractor’s agreement to continue providing services and the departments need to increase rates to maintain an adequate network for CCHP members to meet the California Department of Health Care Services (DHCS) and California Department of Managed Health Care (DMHC) mandates, the department and contractor have agreed to (1) mutual cancelation of the current contract in accordance with General Conditions Paragraph 5 (Termination), of the contract (Cancelation Agreement #27-935-5), and (2) establish a new contract with the correct terms and conditions for the next two years.

Under Contract #27-935-6, the contractor will provide ophthalmology services for CCHP members and County recipients with the new contract term of November 1, 2022 through October 31, 2024.

CONSEQUENCE OF NEGATIVE ACTION:

If this cancelation and new contract are not approved certain specialized ophthalmology services for CCHP members under the terms of their Individual and Group Health Plan membership contracts with the County will not be provided.
