APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Agreement #78-005-1 with Advocates for Human Potential, Inc., to pay the County an amount not to exceed $150,000, for the California Behavioral Health Continuum Infrastructure Program (BHCIP) Planning Grant, for the period from January 3, 2022 through December 31, 2022.

FISCAL IMPACT:

Approval of this grant award agreement will result in payment to the County of up to $150,000 from the Advocates for Human Potential, Inc. No County match is required.

BACKGROUND:

Advocates for Human Potential, Inc. is the grant administrator for the California Department of Health Care Services (DHCS) for Grant Agreement Number #21-10349. DHCS has made available more than $2.2 billion statewide to invest in behavioral health facilities.

BACKGROUND: (CONT'D)

On July 12, 2022, the Board of Supervisors approved the Health Services Director to apply for BHCIP funding for purchase and /or renovation of facilities to service Medi-Cal eligible clients, behavioral health clients, and/or recipients of social security insurance or social security disability issuance (SSI/SSD).

Approval of this Grant Agreement #78-005-1, will allow the County to develop a needs assessment and action plan for facility projects that are to be submitted later in 2022. This grant agreement was not received by the grantor until May 2022. Once received the County requested edits to the agreement, which received all approvals by September 2022. The County is agreeing to indemnify and hold harmless the contractor and DHCS for claims arising out of the County’s performance under this contract.
