RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a purchase contract with Golden State Fire Apparatus, Inc. for the purchase of a swiftwater rescue prime mover vehicle using funds from the U. S. Department of Homeland Security, California Governor's Office of Emergency Services, State Homeland Security Grant Program, in an amount not to exceed $240,000.

FISCAL IMPACT:

100% Federal grant funds

CONSEQUENCE OF NEGATIVE ACTION:

The District would not be able to take advantage of this funding opportunity and would continue to use outdated, non-specialized equipment and apparatus for swiftwater rescues.




BACKGROUND:

On March 13, 2018, the Contra Costa County Fire Protection District Board of Directors authorized the Fire Chief to apply for and accept a grant with the State Homeland Security Grant Program (SHSGP). This grant has three components: a prime mover vehicle, a boat, and a tow trailer. Together with the County Public Works Purchasing Division, the District solicited bids for the prime mover. Golden State Fire Apparatus, Inc. was the successful bidder. The boat and the trailer will be purchased separately.   
  
The tow vehicle will replace an outdated van that has been used in the Swiftwater Rescue Program for over a decade. A vehicle specifically designed for this purpose will greatly enhance the capabilities of the District's Swiftwater Rescue Program.
