RECOMMENDATION(S):

1. APPROVE the design and bid documents, including the plans and specifications, for the construction of Fire Station No. 86 at 10 Goble Drive in Bay Point.  
2. AUTHORIZE the Fire Chief, or designee, to solicit bids to be received on or about November 24, 2020, and issue bid addenda, as needed, for clarification of the bid documents, provided the changes do not significantly increase the construction cost estimate.  

3. DIRECT the Clerk of the Board to publish, at least 14 days before the bid opening date, the Notice to Contractors in accordance with Public Contract Code Section 22037, inviting bids for this project.

4. DIRECT the Fire Chief, or designee, to send notices by email or fax and by U.S. Mail to the construction trade journals specified in Public Contract Code Section 22036 at least 15 days before the bid opening.

FISCAL IMPACT:

This item authorizes the bidding of the construction project. The District will return to the Board for authorization to award the construction contract. At that time, more details will be provided regarding the plan to fund this project.  
  

BACKGROUND:

Project includes the construction of a new 10,800 square foot one-story fire station (5,100 square foot living area and 5,700 square foot apparatus bay). The Bay Point site proposal is a one-story building including seven firefighter dormitory rooms across from three restrooms. The station has three apparatus bays, a separate support area on the opposite side for turnout, SCBA, and cleanup spaces. The site includes visitor parking spaces, secured firefighter parking in the back, a generator, and an emergency fuel tank.

CONSEQUENCE OF NEGATIVE ACTION:

If the advertisement is not approved, the project will not be constructed, impacting future cost escalation and services in this area.
