Referral History:
TWIC authorized submittal of applications to the State Department of Transportation (“Caltrans”) for the Sustainable Communities Planning Grant Program in previous cycles. Most recently, staff received authorization to submit an application for the Marsh Creek Multi-Use Trail Feasibility Study, but did not receive an award. Staff requests TWIC recommend that the Board of Supervisors authorize submittal of a grant application for the Contra Costa County Short-term Active Transportation Infrastructure Plan (“Plan”).
Referral Update:
October 2018, Caltrans released final grant guidelines and a call for projects for the Caltrans Sustainable Communities Planning Grant Program. These planning grants will provide funding to support regional sustainable communities strategies intended to achieve the State's greenhouse gas reductions targets. This cycle is expected to include approximately $25 million in Senate Bill (“SB”) 1 statewide competitive funding. The maximum grant award is $1 million and an 11.47% match is required (cash or in-kind contribution). Applications are due November 2, 2018.

This Plan proposes to develop an inventory of the County’s roadway network and identify opportunities to upgrade existing or implement new multi-modal improvements. Improvements will be prioritized based on several factors, including but not limited to: cost, shovel readiness, and availability or right-of-way. Prioritization will also help facilitate efficient transportation resource allocation. The Plan will also develop performance measures for post-project construction. Performance measures will provide real-time data on the success of implemented projects and help guide future transportation decisions.

Department of Conservation and Development and Public Works Department staff discussed other potential projects for this grant program. However, given the complexity of these applications and relatively short turnaround time (applications due November 2), staff determined it is best to focus on preparing only the subject application. The Marsh Creek Multi-Use Trail Feasibility Study would not be eligible for resubmittal because project development activities have already begun.
Recommendation(s)/Next Step(s):
CONSIDER the proposed Caltrans Sustainable Communities Planning Grant for the Short-term Active Transportation Infrastructure Plan, REVISE as appropriate, forward to the full Board of Supervisors for approval, and/or DIRECT staff as appropriate.
Fiscal Impact (if any):

None to the General Fund. Staff time for recommended activities are covered under existing budgets (50% Road Fund and 50% Measure J Fund).
