Referral History:
The Transportation, Water and Infrastructure Committee (TWIC) accepted the 2017 status report regarding the coordination between Cities (Countywide) and PG&E on December 11, 2017.
Referral Update:
The TWIC requested that Public Works staff report annually on the status of street light maintenance coordination efforts with PG&E. Staff last reported to the TWIC on December 11, 2017, regarding this item.

Background:
The Letter of Understanding (LOU) dated February 2008, between PG&E and the County states the commitment of PG&E for open communication, responsive service levels, and actions in resolving issues related to street light performance. One method of maintaining open communication channels is conducting regular discussions at Street Light Coordination meetings which include the County, its constituents, and Cities and Towns.

Since the last report period, the Coordination meetings have convened once per quarter. As opposed to monthly as stipulated in the 2008 LOU. This change was made based on feedback received from participating Cities as part of the 2015 participation survey.

These meeting have included regular attendance by participating agencies. In response to the needs of participating Cities, the meetings have been rotated to various host Cities within the County. This has been a convenience to participating Cities and also allowed opportunities to review effective practices throughout the County. As a follow-up to the City/County Street Light Coordination survey results of 2015, staff have continued to invite Cities to suggest presentation topics of interest. To date, meeting topics have included:

• Decorative LED program and rates for energy use
• Street lights and pole maintenance, wire theft, pole knockdowns and graffiti
• Decorative LED lighting program
• Advanced controls
• Portal service planning
• Small cell sites
• Letter of Understanding (LOU) Revision Review
• Improving inventory records management

Presentation topics were selected based on the feedback from the survey. As many of the topics have been discussed or are no longer relevant, the County has continued to periodically poll participating Cities for topics of interest.

To support PG&E in addressing related matters, the County has established a relationship with the California Street Light Association (CAL-SLA). This organization has expressed an interest in a continued relationship to support the needs of Coordination Meeting Participants. Moreover, as a result of the feedback from the meeting convened on October 2, 2017, PG&E and Contra Costa County management have pursued updating the LOU to reflect the needs of the Cities and County, addressing the type of support needed from PG&E.

County staff made revisions to the existing LOU and provided a draft copy to all 19 Cities for review. Select Cities provided email feedback and all Cities provided feedback at the July 2018 Coordination Meeting. This feedback was included in the LOU and a 2nd draft document which was reviewed by PG&E. On August 16, 2018, staff met with PG&E to review the LOU in preparation for implementation and presentation to the TWIC. During that meeting a number of items were discussed and adjusted in an effort to protect the interest of Contra Costa County PG&E customers. The most recent draft of the LOU is presented to TWIC for review.

Fiscal Impact (if any):
None. All costs for street lights are funded by County Service Area L-100 or Community Facility District 2010-1.
