RECOMMENDATION(S):

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute a Pest Detection Agreement containing modified indemnification language with the California Department of Food and Agriculture (CDFA) to receive reimbursement in an amount not to exceed $736,100 to provide pest detection services for the period July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

Agreement 18-0207 will reimburse the Department for expenses incurred, not to exceed $736,100 during the period July 1, 2018 through June 30, 2019 for pest detection services performed on behalf of the California Department of Food and Agriculture (CDFA) in Contra Costa County. This revenue was budgeted for the Department in FY 2018/19. There is no county match of funds.


BACKGROUND:

The County shall provide services for the placement and servicing of traps for the detection of exotic insect pests, which are considered hazardous to agriculture and the economy of California. The insects may include, but are not limited to, the Mediterranean Fruit Fly, Mexican Fruit Fly, Oriental Fruit Fly, Melon Fly, Gypsy Moth and Japanese Beetle. This agreement includes delimitation work associated with the detection of one or more life stages of target pests in the County.  

CONSEQUENCE OF NEGATIVE ACTION:

A negative action would result in the loss of revenue to the Department and possible threat to our local agriculture and residents of Contra Costa County.
