2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
  There were no comments from the Public.
             
3. Staff recommends approval of the Record of Action for the September 25, 2017 meeting.
  The Record of Action for the September 25, 2017 meeting was approved as recommended.

4. CONSIDER an increase to the basic assessment rate for County Service Area EM-1.
  Patricia Frost, Director of Emergency Medical Services, presented a report on Measure H and funding needs of Emergency Medical Services (EMS).  Ms. Frost pointed out that the Alliance contract dedicates funds for EMS system enhancement.  Supervisor Mitchoff asked staff to approach Alliance and the other ambulance companies in the County to provide enhanced funding to EMS.  Ms. Frost responded that the majority of the ambulance companies are currently costing more than they are generating in fees.  Supervisor Mitchoff asked Ms. Frost to analyze the needs of EMS and report back to the Finance Committee in February.  Ms. Frost said the analysis has been completed and EMS needs an additional $750,000 annually.  Supervisor Mitchoff asked how the monies would be spent and pointed out that Contra Costa County Fire Protection District had many years to go before reserves would be sufficient to dedicate permanent funding to the EMS system of care.  Ms. Frost pointed out that she was in the process of updating the ambulance ordinance, which would increase fees in the new year.  Ms. Frost was not able to provide an estimate of what they would be.  Supervisor Mitchoff directed Ms. Frost to return to Finance Committee in February 2018 with a full report of need and recommendations on funding.

The next meeting is currently scheduled for November 6, 2017.
  The November and December meetings have been canceled.  The next Finance Committee meeting will be in February 2018, date to be determined.
             
6. Adjourn
