RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute on behalf of the County, Novation Contract #24-717-5 with Portia Bell Hume Behavioral Health and Training Center, a non-profit corporation, in an amount not to exceed $2,025,059 to provide Mental Health Services Act (MHSA) Full Service Partnership (FSP) services to adults with serious mental illness who are homeless or at serious risk of homelessness for the period from July 1, 2017 through June 30, 2018, which includes a six-month automatic extension through December 31, 2018, in an amount not to exceed $1,012,529.

FISCAL IMPACT:

This contract is funded 20% by Federal Medi-Cal and 80% by the Mental Health Services Act. (Rate increase)

BACKGROUND:

This contract meets the social needs of the County’s population by providing a FSP program funded by the MHSA, providing a comprehensive range of services and support in Central and East Contra Costa County to adults with serious mental illness who are homeless or at serious risk of homelessness.

On January 5, 2016, the Board of Supervisors approved Contract #24-717-2, (as amended by Contract Amendment Agreement #24-717-4) with Portia Bell Hume Behavioral Health and Training Center, for the period from July 1, 2015 through June 30, 2017, which included a six-month automatic extension through December 31, 2017, to provide MHSA FSP program services to adults with serious mental illness who are homeless or at serious risk of homelessness.  
  
Approval of Novation Contract #24-717-5 replaces the automatic extension under the prior contract and allows the contractor to continue providing services through June 30, 2018.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, mentally ill adults who are homeless will not have access to the contractor’s mental health services, leading to reduced levels of service to the community and potential placement in higher levels of care.
