RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Interagency Agreement #29-816 with Martinez Unified School District, a government agency, to pay the County an amount not to exceed $89,480, to provide mental health intervention services for certain special education students, for the period from January 1, 2018 through June 30, 2018.

FISCAL IMPACT:

Approval of this interagency agreement will result in a total payment to the County not to exceed $89,480. (No County match)

BACKGROUND:

Contra Costa Behavioral Health Services Division/Mental Health in collaboration with Seneca Family of Agencies will implement the Martinez Unified School District Counseling Enriched Classrooms to provide mental health services for the seriously emotionally disturbed youth and families who live in Martinez.

Under Interagency Agreement #29-816, the Agency will pay County for the provision of mental health intervention services, to Agency-designated, severely emotionally disturbed Special Education students through June 30, 2018.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the County will not receive funding to support mental health intervention services for certain special education students.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
